Sprinkle in the flour and cook. Stir in the beef broth, optional red wine, Worcestershire Sauce, thyme, and bay leaves. Simmer, add the frozen peas, and remove the bay leaves.

Spoon the mixture into a prepared casserole dish and let cool. Meanwhile, make the mashed potatoes. Spoon and spread them on top of the meat mixture.

Sprinkle with thyme and bake. Let cool before serving.
